Second Prop 47 RFP Now Available

SACRAMENTO (Jan. 22, 2019) – The Board of State and Community Corrections has released a Request for Proposals for a grant program that will be funded by the second round of savings from Proposition 47.

Under the voter-approved initiative, eligible applicants are public agencies that partner with local community-based organizations to provide mental health services, substance-use disorder treatment or diversion programs for people involved with the criminal justice system.

Additional legislation (AB 1056, Chap. 438, Stats. of 2015) requires that the grants be awarded competitively, that funds may serve both adults and juveniles, and that funds be used for housing-related assistance and other community-based supportive services, including job skills training, case management or civil legal services.  The BSCC further requires that at least 50 percent of the award made to grantees be passed through to community-based service providers.

About $96 million will be available for a grant cycle scheduled to run Aug. 15, 2019 through May 15, 2023. This cycle will be funded from Prop 47 savings deposits in Fiscal Years 2019-20 and 2020-21.

Eligible applicants are public agencies in partnership with their communities. Existing grantees also may request funding to continue their current approach, or submit an application for a new, unrelated approach.

Voluntary Notices of Intent to apply are due on February 18, 2019, and Prop 47 grant proposals are due on March 18, 2019.

Proposition 47 was a voter-approved initiative on the November 2014 ballot that reduced from felonies to misdemeanors specified low-level drug and property crimes. Each year, the state savings generated by the implementation of Proposition 47 are deposited into the Safe Neighborhoods and Schools Fund. Sixty-five percent of these savings are set aside annually for the BSCC to administer a competitive grant program.

Local governments may apply for up to $6 million for a large project, or up to $1 million for a smaller project. A BSCC scoring committee will rate large projects against other large projects, and small projects against smalls.

Under the first round of Prop 47 funding, 23 local government agencies were granted $103 million in funding to administer programs designed to help people turn around their lives. Those programs are scheduled to run through August 2021.
