Aaron R. Maguire, Executive Director (A)

Aaron R. Maguire was designated as Acting Executive Director for the Board of State and Community Corrections in October 2024 following the retirement of former Executive Director Kathleen T. Howard. Prior to his current position, Mr. Maguire served as Chief Deputy Director and General Counsel for the BSCC where he oversaw the policy and legal divisions of the BSCC, as well as the County Facilities Construction Division. Mr. Maguire has provided leadership and subject matter expertise for a variety of public safety issues over the course of his more than 20 years in public service. As Deputy Legislative Affairs Secretary to Governors Brown and Schwarzenegger, he assisted with the implementation of correctional policy reform, including legislative measures to address prison overcrowding through the enactment of Public Safety Realignment (Assembly Bill 109). He also advised on legislation impacting civil law, firearms, gambling, and the judiciary. Mr. Maguire received his Juris Doctor from the University of California, Davis School of Law and has a Bachelor of Arts in Literature/Writing from the University of California, San Diego.

Allison Ganter, Director, In-Custody Death Review

Allison Ganter was appointed as the BSCC Director of In-Custody Death Review (ICDR) by Governor Gavin Newsom in October 2024 and is currently building the division to reflect the requirements outlined in Senate Bill 519. Prior to her appointment as Director, Ms. Ganter served as the Deputy Director of the Facilities Standards and Operations Division. During her ten-year tenure as Deputy Director, Ms. Ganter built the enhanced inspection process, which doubled the number of statewide inspections, and aligned regulatory requirements with national best practices, while also bringing increased transparency and public engagement to the regulatory process through stakeholder input and extensive public comment. Prior to coming to the BSCC as a Field Representative in 2000, Ms. Ganter served the New York State Assembly and the New York State Commission of Correction. She holds a Bachelor and Master of Arts degree in Criminal Justice from the University of Albany.

Jana Sanford-Miller, Director, Communications and External Affairs

Jana Sanford-Miller was appointed to the Board of State and Community Corrections by Governor Gavin Newsom in 2024 as the Director of Communications and External Affairs. Her 24-year career in public service, administration and policy began in 1996 as Field Representative and Legislative Aide for Assembly member Dennis Cardoza, where her focus included addressing the needs of local government. More recently, beginning in 2014, she served as the Acting Deputy Director for the Office of Research, and also served as Chief Risk Officer and Assistant Chief of Training for the California Department of Corrections and Rehabilitation. Her background in communications includes serving as Senior Communications Advisor at the California Governor’s Office of Emergency Services and as a Lecturer in Communication Studies at California State University, Stanislaus, where she also earned her Master’s degree in Communication. Jana recognizes the importance of relationship-building and effective communication in addressing challenges and ensuring transparency in public service.

Colleen Curtin, Deputy Director, Corrections Planning and Grant Programs

Colleen Curtin has worked in the community corrections field for 28 years, the past nine with BSCC. As a Field Representative, Colleen played an integral role in the development of the California Violence Intervention and Prevention (CalVIP) and Proposition 47 grant programs, which required complex policy development to establish program priorities in tandem with the Administration, Legislators and stakeholders. Colleen began her career in 1995 as a probation officer with Sacramento County and has served in several capacities at the Attorney General's Crime & Violence Prevention Center, the Governor's Office of Gang and Youth Violence Policy and the California Department of Corrections and Rehabilitation. Colleen is most proud of her work in facilitating a multi-agency safe passage program around ten of L.A.'s most gang-impacted high schools. She holds a dual bachelor's degree in Government and Spanish from Saint Mary's College of California and a Master of Social Work from CSU, Sacramento.

Kasey Warmuth, Deputy Director, Standards & Training for Corrections and Research

Kasey Warmuth serves as the Deputy Director of both the Standards and Training for Corrections (STC) Division and the Research Division. She holds a Master’s degree in Industrial and Organizational Psychology from CSU, Sacramento. Kasey began her career with the BSCC in 2006, where she played a key role in supporting STC’s research projects aimed at developing and updating selection and training standards. In 2014, Kasey transitioned to the Judicial Council of California, serving as the lead staff for special projects. She returned to the BSCC in 2017 to lead the Research Division. Under her leadership, the division significantly enhanced its support for grants, introducing a multi-panel rating process for grant proposals and conducting statewide grant evaluations. In 2024, Kasey was appointed as the Deputy Director of the STC Division. Her extensive experience and research expertise continue to drive the development and maintenance of effective selection and training standards, ensuring the division's initiatives are both innovative and impactful.

Steven Wicklander, Deputy Director (A), Facilities Standards and Operations & County Facilities Construction

With over 27 years of law enforcement experience, Steven Wicklander currently serves as the Acting Deputy Director of the Facilities Standards and Operations (FSO) Division. Steven joined the BSCC team in 2018 as a Field Representative in FSO after retiring from the San Diego County Sheriff’s Department at the rank of Lieutenant. Steven has partnered with local correctional jurisdictions by providing technical assistance and sharing best practices while conducting facility inspections and coordinating plan reviews for local construction projects. He has also supported the FSO team by providing training and development opportunities, and has enjoyed sharing his expertise with external stakeholders.

Anita Butler, Deputy Director, Administrative Services

Anita Butler joined the BSCC in 2019 as the Chief of Administration and promoted to the Deputy Director of Administration in 2022. Anita provides leadership to BSCC's accounting, budgeting, information technology, personnel, and support services. She has been instrumental in developing administrative policies and procedures, including COVID-19 policies that allowed BSCC to quickly pivot to telework at the start of the pandemic. She leads the administration team through the development of new budget, contracts and procurements, personnel, and IT processes, and oversees increasingly complex BSCC’s administrative services. Anita has served in state government since 1995 in various departments, including the California Department of Justice - Division of Law Enforcement and California Department of Public Health (CDPH) where she worked at the Women, Infants and Children Program and supported local agencies that provided relevant, quality nutritional services and education to participants; and ensured they were good stewards of public resources. While working at the CDPH, she also served as the Preventive Health and Health Services Block Grant Coordinator and led teams that provided administrative support to chronic disease prevention programs.
