BSCC RELEASES OVER $11 MILLION TO KEEP COMMUNITIES SAFE FROM GUN VIOLENCE


SACRAMENTO (February 13, 2025) – The Board of State and Community Corrections (BSCC) approved the release of more than $11 million in federal grant funding through the Byrne State Crisis Intervention Program (Byrne SCIP), which now totals over $16.8 million.

Byrne SCIP provides federal funding to implement state gun crisis intervention, court proceedings and related programs or initiatives, including, but not limited to, extreme risk protection order programs that work to keep firearms out of the hands of people in crisis who pose a threat to themselves or others, as well as mental health courts, drug courts, and veterans’ treatment courts. This Request for Proposals (RFP)  release represents funding for local government efforts.

Authorized by the 2022 Bipartisan Safer Communities Supplemental Act and funded through the Bureau of Justice Assistance, this RFP is the second cohort of funding  for both small and large-scope projects in cities and counties that support public outreach and education, referrals for community-based services for people in crisis, and provides funding for law enforcement crisis intervention programs and initiatives.

The prior grant cohort funded projects such as:

  • A community crisis response program, that deploys an unarmed civilian team to provide mental health support, de-escalation, and peer navigation during crisis.  Representing an alternative to the traditional 911 system, the program was designed to enhance emotional health support and increase the number of people served.
  • A task force to address community gun violence. Community leaders sought to close the gap between protection and relinquishment policies and practice, as well as develop new policies and training.  Community awareness for the relationship of interpersonal violence and gun violence was noted as a key goal.
  • Support for a behavioral health emergency system to include a call center and mobile response unit, expanding the local crisis continuum of care.

The BSCC provides services to county adult and juvenile systems through inspections of county jails and juvenile detention facilities, technical assistance on local issues, promulgation of regulations, training standards for local correctional staff, and the administration of a wide range of public safety, reentry, violence reduction, and rehabilitative grants to state and local governments and community-based organizations.
