SACRAMENTO (November 19, 2020) – A listening session to hear public input on the Board of State and Community Corrections’ enhanced inspection process has been set for December 9 and will be conducted over Zoom.

Members of the Board and BSCC staff invite your participation. The meeting will begin at 6 p.m. and last until all public comments are heard.

The BSCC is required by Penal Code section 6031 and Welfare and Institutions Code sections 209 and 885 to inspect local jails and juvenile detention facilities for compliance with Titles 15 and 24 of the California Code of Regulations. The BSCC has developed a process for the inspection of local detention facilities that hold local officials accountable for expeditiously correcting serious items of noncompliance. An outline of the plan can be found in the February 2020 BSCC Board Agenda item related to the Enhanced Inspection Process. A link to the flow chart of the process can be found here.

Prior to taking public comments BSCC staff members will present an overview of the inspection process and the agency’s current authority.

The BSCC also is accepting written comments here: Every two years, the Board reviews and revises the Title 15 and Title 24 regulations. The current regulations can be found here: Adult Title 15 and Juvenile Title 15.
